ATLANTA – At the request of residents and business owners, the Atlanta City Council approved a Neighborhood Commercial Zoning that would apply to the commercial nodes at Virginia Avenue and North Highland Avenue, Amsterdam Avenue at North Highland Avenue and the commercial district in Atkins Park.

“The goal of the zoning classification is to encourage a vibrant and unique pedestrian commercial village. It enhances residents’ quality of life; neighborhood property values with pedestrian friendly streets, curbside shops, and mixed use development,” said City Councilmember Anne Fauver, who represents the area.

Neighborhood Commercial is a zoning classification that promotes redevelopment that is consistent with the size and scale of buildings currently in the neighborhood. Neighborhood Commercial zoning would allow for shared parking for residential and commercial developments, size limitations, more sidewalks, streetscapes and bicycle parking.

In Virginia Highland under the previous C-1 Zoning, commercial property owners could build up to an 11-story mixed use building. Members of the Virginia Highland Civic Association and most of the area’s businesses say the rezoning would enhance the ambiance of the community and protect the historic area from developers who desire to build oversized projects.


“This effort is designed to protect what we have and build a community with the future in mind,” said Fauver, who introduced the rezoning ordinances after residents gained the support of more than 50 percent of the commercial property owners in the community.

Other NC zones throughout the city include: Little 5 Points, East Atlanta Village, Kirkwood, Cheshire Bridge Road, Cascade Heights, Grant Park, Dill Avenue-Sylvan Road, Dill Avenue-Metropolitan Parkway.
